Digital Transformation in the Public Sector

B2G communication for a public sector technology consultancy: I translated ERP implementations into materials that public managers understand and advocate for. This includes communicating an Oracle implementation at a public financial institution, from the internal team to the project stakeholders.

Cidade Ágil is a digital transformation consultancy specializing in the public sector. They drive SAP and Oracle ERP implementations and lead Proof of Concept (PoC) initiatives for government procurement. Navigating their client base—municipalities, administrative bodies, and public institutions—requires managing highly complex decision-making matrices involving technical teams, executive leadership, and regulatory oversight committees.

THE CHALLENGE

 

B2G (Business-to-Government) communication plays by its own rules. Public sector stakeholders don’t respond to artificial urgency or "quick-win" marketing tactics. They require deep technical clarity, bulletproof justifications for their choices, and the exact documentation needed to defend their decisions before compliance and auditing bodies.

Adding to this, the deliverables were inherently complex. While Cidade Ágil’s engineers fully grasped the nuances of ERP deployments and procurement workflows, their internal documentation often reached the end-user buried in heavy tech jargon.

Furthermore, the approval pipeline was demanding. Every asset I developed required dual validation: first from Cidade Ágil's technical leads, and then from senior government officials. Only then was it distributed to the end-users. The communication had to be robust enough to survive expert scrutiny, yet accessible enough to drive actual user adoption.

THE APPROACH

My core role was acting as the bridge between technology and operations—translating complex systemic changes into clear, actionable content for a major back-office modernization program at Banco do Nordeste. This initiative drove the digital transformation of their systems via an Oracle SaaS implementation, integrating JD Edwards and Hyperion.

Targeting core business functions (Accounting, Controllership, Procurement, Asset Management, and Logistics), I managed the end-to-end content lifecycle in a highly demanding compliance environment. Our communication strategy wasn’t just a "nice-to-have"—it was a mandatory contractual deliverable bound by strict government quality criteria (Edital).

To equip these stakeholders with the practical knowledge needed to navigate the new software environment, I developed a suite of foundational change-management assets, including:

  • System Manuals: Step-by-step operational guides translating Oracle frameworks into daily routines.

  • Rollout Announcements: Strategic communications mapping project phases and technical pivots.

  • Engagement Workflows: Materials designed to reduce cognitive friction and drive user adoption.
     

IMPACT & EXECUTION
 

  • Delivered 10 core technical assets that successfully guided the BackOffice transition for Banco do Nordeste.

  • Bridged the knowledge gap by translating highly technical architectures (Oracle SaaS, Hyperion) into accessible, user-friendly documentation for non-technical public administrators.

  • Ensured 100% contractual compliance, delivering materials that survived dual-validation from technical leads and senior government officials, mitigating legal and operational risks.
